The wait for JENPAS(UG) 2026 candidates is finally over. The West Bengal Joint Entrance Examinations Board (WBJEEB) has released the official e-counselling schedule for admission to B.Sc.-Nursing and various undergraduate paramedical courses under WBUHS, across Government and Self-financing colleges in West Bengal. Alongside the schedule, the Board has also issued a detailed notification laying out the rules and guidelines that will govern the entire counselling process for the 2026–27 academic session.

JENPAS(UG) 2026 Counselling: Current Status at a Glance

The JENPAS(UG)-2026 examination was conducted on 7th June, 2026, and results have already been declared. The centralised online counselling process will now be conducted entirely by WBJEEB, in three rounds, with each round involving fresh registration, choice filling, seat assignment, fee payment, and provisional acceptance.

Key points to know upfront:

Candidates must hold a valid General Merit Rank (GMR) or BHA Merit Rank (BMR), depending on the course they're targeting. GMR applies to nursing and allied health courses, while BMR is used exclusively for the Bachelor of Hospital Administration (BHA) course.

A one-time, non-refundable registration fee of Rs. 500 is required to participate, and the Board has made clear it isn't responsible for technical payment failures.

The approved seat matrix from the West Bengal University of Health Sciences (WBUHS) will govern seat allocation, and reserved category seats (SC/ST/OBC/EWS/PwD) cannot be de-reserved into general seats at any stage. 

The Full Counselling Schedule

The schedule released by WBJEEB runs across three rounds, with tightly packed timelines:

Registration, payment of the registration fee, and choice filling for Round 1 runs from 06.08.2026 to 10.08.2026. Candidates can modify and lock their choices within this same window.

The first round of seat allotment results will be declared on 12.08.2026.

Candidates allotted a seat then need to pay the seat acceptance fee and report to their allotted institute for document verification and admission between 12.08.2026 and 16.08.2026 - this applies if they either chose "No" upgradation or were allotted their first choice.

Round 2 registration and choice filling opens right after, from 17.08.2026 to 19.08.2026, with the second round allotment result declared on 21.08.2026.

Seat acceptance fee payment, document verification, admission reporting for fresh allottees, and withdrawal by candidates all happen between 21.08.2026 and 23.08.2026.

Round 3 registration and choice filling is a short window - just 24.08.2026 to 25.08.2026 - with the third and final round's allotment result declared on 27.08.2026.

The final reporting window for fresh allottees in Round 3, covering fee payment, document verification, and admission, runs from 27.08.2026 to 30.08.2026.

The Board has flagged that this schedule may be changed or altered under unavoidable circumstances, and that a separate, detailed Centralised e-Counselling notification will follow - so it's worth checking WBJEEB's website regularly rather than treating this schedule as the last word. 

How Each Round Actually Works

Understanding the schedule is only half the picture - the rules governing what happens within each round matter just as much.

Round 1 is the first seat allotment round, open to every candidate who has completed registration, paid the fee, and locked their choices. Allotment here is based strictly on merit rank, eligibility for the specific institute and course, reservation rules, seat availability, and the order of locked choices. Notably, reserved-category candidates may also be allotted seats in the Unreserved category if they meet UR eligibility norms.

If you're allotted your first choice, you must complete document verification and admission within the stipulated time — failing this gets you debarred from the entire counselling process, not just that round. If you're allotted a 2nd or later choice, you can choose "Yes" upgradation (making you automatically eligible for the next round, but ineligible for a fresh choice fill-up) or "No" upgradation (requiring you to complete admission at your current allotment). Candidates who get no seat at all automatically carry forward into the next round with their existing choices, or can opt to refill choices fresh. 

Round 2 follows a similar logic, with one addition: candidates who were upgraded in Round 1 and remain eligible can either stick with "No" upgradation and complete admission, or continue with "Yes" upgradation into Round 3 without doing anything further.

Round 3 is the final round, conducted purely against vacancies left after Round 2. There's no further upgradation allowed here — whatever you're allotted in Round 3 is final. Once Round 3 admissions close, the entire JENPAS(UG)-2026 counselling process for the session stands concluded.

Choice Filling: What You Should Actually Do

WBJEEB's notification is unusually direct on this point: candidates are advised to select at least 20 choices while choice filling, since a wider choice list meaningfully increases the chance of allotment. Choices are displayed alphabetically, and candidates can search by institute and branch to make selection easier.

Once the choice-filling window closes, you must lock your choices within the announced deadline. If you forget, your last saved choices get locked automatically once the deadline passes - so there's no real safety net for missing this step. 

Fees You Need to Budget For

Beyond the Rs. 500 registration fee, any candidate receiving a seat allotment for the first time in any round must pay a Seat Acceptance Fee of Rs. 5,000 through the prescribed online payment mode. Missing this payment within the stipulated period cancels the allotment.

If you later withdraw during the specified withdrawal period, the full Seat Acceptance Fee is refunded through online banking — but only within 60 to 90 days after all three rounds conclude, and withdrawing means you're no longer eligible for future rounds.

Eligibility, Domicile & Reservation Rules Worth Noting

Academic eligibility requires candidates to have completed 10+2 with at least 45% aggregate for General/EWS candidates and 40% for reserved categories, specifically for B.Sc. Nursing.

Reservation for SC/ST/OBC/EWS/PwD candidates follows existing West Bengal government rules and Gazette notifications, and is restricted strictly to Indian citizens domiciled in West Bengal. OBC candidates specifically need an updated Non-Creamy Layer (NCL) certificate at the time of counselling or admission.

One rule stands out for its rigidity: the Board will not permit any vacant reserved-category seat to be de-reserved into a general seat, in any round, under any circumstance.

There's also a distinct gender rule to be aware of: in Government colleges, B.Sc. Nursing is open only to women. Private colleges vary — some accept only men, some only women, and some accept both.

Document Verification and What Can Go Wrong

Physical document verification at the allotted institute is mandatory, and candidates need to carry printed allotment letters, rank cards, 10th admit cards (for date of birth proof), 12th mark sheets, domicile certificates, category certificates, and a Medical Fitness Certificate.

The notification also spells out exactly what happens if something doesn't check out: if your West Bengal domicile claim is rejected, your allotment is cancelled and you're carried forward as an "Outside WB" candidate in the next round. If a reserved-category or PwD certificate isn't accepted, you're carried forward as a General category candidate instead. Only original documents printed from the counselling portal are valid — screenshots or photocopies will not be accepted at any stage.

What Hasn't Changed (and What to Watch For)

A few things remain constant through all this: the exam itself, the GMR/BMR ranking system, and the three-round structure are all fixed by policy, not by this particular notification. All matters relating to this counselling process fall under the exclusive jurisdiction of the Calcutta High Court, and WBJEEB has clarified it will not be a party to any dispute between a candidate and their admitting institution after allotment.
