The Haryana Government Gazette has officially notified the admission procedure for MBBS and BDS courses across Government, Government-Aided, and Private Medical and Dental colleges in Haryana for the 2026-27 academic session — including seats under Private Universities like SGT University, Maharishi Markandeshwar University, Al-Falah University, and Sanskaram University. Here's a complete, step-by-step breakdown of how the entire admission process works.

Who Conducts Haryana NEET UG Counselling 2026

Pt. Bhagwat Dayal Sharma University of Health Sciences (UHS), Rohtak, is authorized to conduct the Online Combined Centralized Counselling for NEET UG 2026 admissions across all Government, Government-Aided, and Private medical and dental institutions in Haryana, including those under private universities. Candidates must register through the official admission web portal, with updates published on uhsr.ac.in  and dmer.haryana.gov.in. 

Step 1: Understand the Seat Reservation Structure

In Government Institutions, 15% of seats go to the All India Merit Category of NEET UG 2026, while the remaining 85% are filled under the Haryana State Merit Category.

In Private Medical/Dental Institutions affiliated to Pt. B.D. Sharma UHS, Rohtak, 50% of seats are filled under State Quota and the remaining 50% under Management Category. NRI quota is carved out at 15% of the total sanctioned intake, taken from within the Management Category.

The State Reservation Policy applies to all State Quota seats in Government/Government-Aided colleges, and to the 50% State Quota seats in affiliated Private colleges. Additionally, 5% of State Quota seats are reserved horizontally for candidates with Benchmark Disabilities, based on NEET UG 2026 merit and verified through the Medical Assessment Board at PGIMS, Rohtak.

EWS reservation follows Haryana's 2019 notification, requiring an Income and Asset Certificate from the Tehsildar of the applicant's area, with family income below Rs. 6 lakh annually and specific asset-holding limits.

Step 2: Check Your Eligibility

To be eligible for Government/Government-Aided seats and Open Merit (State Quota) seats in Private institutions, a candidate must be an Indian citizen and a bonafide resident of Haryana, supported by a valid Haryana Residence Certificate. For Management Category seats, candidates from anywhere in India are eligible regardless of domicile.

All candidates — General, OSC, DSC (Deprived SC), BC-A, BC-B, Benchmark Disabilities, EWS, ESM, or FF category — must meet the minimum eligibility criteria specified in the NEET UG 2026 Information Bulletin and NMC/NDC regulations. Candidates who don't clear the minimum NEET eligibility threshold are not eligible for admission, regardless of category.

Step 3: Register Online and Pay the Registration Fee

All candidates must register online through the authorized admission web portal. The non-refundable Registration cum Counselling Fee is Rs. 2,500 for Unreserved category, Rs. 1,250 for SC/BC/EWS/PWD category candidates of Haryana, and Rs. 10,000 for NRI category candidates.

Step 4: Fill and Lock Your Choices Carefully

Candidates get to fill choices across every quota they've applied for — someone who applied under both Government and Management quota sees choices for both. Choices can be edited multiple times before locking, but once locked, they cannot be changed, and no course or college change is permitted after final locking. Admission is made strictly by rank, applying the reservation rule via the 200-point Roster method.

Step 5: Appear for Document Verification

Candidates provisionally allotted seats must appear in person before the Admission Committee at Pt. B.D. Sharma UHS, Rohtak, with all original documents — no representation through an authority letter or any other means is accepted. Note that provisional online allotment gives no legal right to the seat; the seat is confirmed only after successful document verification, and even paying fees doesn't guarantee a legal claim until verification is complete.

Documents required include your Class 10 and 12 certificates and mark sheets, character certificate, residence certificate, caste/EWS/disability/FF/ESM certificates (as applicable), income certificate, proof of identity, four passport-size photographs, the printout of your online application, and your provisional allotment letter. NRI candidates additionally need an equivalency certificate (if applicable), proof of NRI status, and specific guardian documentation per the MoHFW notice dated 27.05.2026.

Step 6: Understand the Multi-Round Structure

If seats remain vacant after Round 1, they're filled in Round 2 — fresh candidates must register, while Round 1 registrants only need to confirm their willingness online to participate further. Candidates opting for State Quota seats in Government/Government-Aided institutes in Round 2 pay Rs. 10,000 (Rs. 5,000 for SC/BC/PWD/EWS); candidates opting for both Government State Quota and Private Management/State Quota seats pay Rs. 1 lakh, refundable if no seat is allotted.

Vacant seats after Round 2 go to Round 3, and further rounds follow MoHFW/NMC/NDC and State Government directions. Reserved category seats that exhaust their merit list convert progressively (e.g., BC-A to BC-B to Unreserved) following the same conversion scheme MCC uses for All India Quota seats.

Step 7: Know the Fee Structure Before You Commit

Fees vary significantly by institute type. Government Medical Colleges charge roughly Rs. 80,000-1,00,000 annually depending on the year, with Government-Aided institutions like MAMC Agroha charging Rs. 1,80,000 per year. Private colleges affiliated with Pt. B.D. Sharma UHS charge around Rs. 12 lakh annually with a 7.5% yearly increase, while private university-run colleges (SGT, Maharishi Markandeshwar, Al-Falah, Sanskaram) range from roughly Rs. 16-22.5 lakh per year, each with their own annual increase clauses. NRI fees across institutes are typically quoted in US Dollars for the entire course.

Step 8: Consider the Service Incentive Bond (Government Colleges Only)

Candidates admitted to MBBS at Government or Government-Aided Medical Colleges (MAMC Agroha) from the relevant academic sessions onward fall under Haryana's Service Incentive Bond policy — a collateral-free education loan structure of roughly Rs. 22-26 lakh (with a 10% concession for female candidates), which the State Government repays on the candidate's behalf if they opt for Government service after graduation. This doesn't apply to NRI quota admissions.

Step 9: Understand the Bond and Penalty for Leaving the Course

Candidates who join and then leave their course close to the admission deadline (on or after a date specified by the Central Regulatory Authority) face a 3-year debarment from MBBS/BDS admission in Haryana and a Rs. 10 lakh bond penalty, in addition to a fee liability for the current and part of the next academic session in private institutions.
