Overview
The Office of the Commissioner for Entrance Examinations (CEE), Kerala, has published the KEAM-2026 Second Phase Centralised Allotment for MBBS/BDS courses on its official website, www.cee.kerala.gov.in. This is the second major allotment round of Kerala's medical and dental admission process for the 2026-27 academic session, and it comes with a firm joining deadline that every allotted candidate needs to track closely.
Candidates who confirmed or registered their online options up to 10:00 AM on 11th September 2026 were considered for this round. The Second Phase Allotment has been finalised only after CEE examined and addressed all valid complaints received against the Provisional Allotment List, which was itself published on 11th September 2026. In other words, this is not a draft - it's a settled allotment result, and it comes with binding fee-payment and joining timelines.
Type
This is the Second Phase Centralised Allotment under KEAM-2026, covering admission to MBBS and BDS courses in Kerala for the 2026-27 academic session, the First Phase has been uploaded
The allotment covers Government Quota, Merit Quota, Minority Quota, and NRI Quota seats across participating medical and dental colleges in the state.
It follows the earlier Provisional Allotment List and precedes a Third Phase of centralised allotment, which CEE has indicated will be announced separately.
State / Authority
This admission process is conducted by the Government of Kerala.
It governs MBBS and BDS admissions across Government Medical/Dental Colleges and Self-financing Medical/Dental Colleges participating in the KEAM centralised allotment system.
Provider
The allotment is administered by the Commissioner for Entrance Examinations (CEE), headquartered at the 7th Floor, KSRTC Bus Terminal Complex, Thampanoor, Thiruvananthapuram.
This notification, referenced CEE/404/2026-TA4, was issued on 14th September 2026 by the Commissioner for Entrance Examinations.
CEE is responsible for publishing every phase of the allotment, processing candidate complaints, managing fee concessions, and eventually notifying the Third Phase schedule.
Key Highlights of the Second Phase Allotment
The Second Phase Allotment to MBBS/BDS Courses-2026 is now live on www.cee.kerala.gov.in.
Allotment is based strictly on online option confirmation/registration submitted up to 10:00 AM on 11.09.2026.
The result reflects resolution of all valid complaints raised against the Provisional Allotment List published earlier on 11.09.2026.
Each candidate's allotment details — including Name, Roll Number, Allotted Course, Allotted College, Category of Allotment, and Fee Details — are available on the candidate's home page and in the Allotment Memo.
Candidates are advised to take a printout of the Allotment Memo directly from the home page for use during physical admission.
Fee Payment and Joining Schedule
Candidates who have received a fresh allotment in this Second Phase must complete two steps within a defined window:
Remit the applicable fee as shown in their Allotment Memo.
Join the allotted course/college physically, carrying all documents mentioned in the Allotment Memo, as per Prospectus Clause 11.7.1.
The joining window runs from 15th September 2026 to 19th September 2026, with a hard cut-off of 4:00 PM on 19th September 2026. There is no indication of any relaxation beyond this deadline, so candidates should plan their travel, document collection, and fee arrangement well ahead of the final date rather than waiting until the last day.
Fee Concessions for SC/ST/OEC and Institutional Candidates
Certain categories of candidates are exempted from paying the token fee at the time of allotment:
Candidates allotted under the SC/ST/OEC category.
Candidates covered under G.O.(MS) 25/2005/SCSTDD dated 20.06.2005 and G.O.(MS) 10/2014/BCDD dated 23.05.2014.
Candidates from Sree Chitra Home, Juvenile Home, and Nirbhaya Home.
However, this exemption has an important limit: if any of these candidates are allotted a seat under Minority or NRI quota seats in Self-financing Medical/Dental colleges, they will have to pay the fee shown in the Allotment Memo in full, and will not be eligible for the fee concession in that specific case. Candidates in these categories should therefore check their exact quota of allotment carefully before assuming the fee waiver applies.
Downloading the Data Sheet
Every allotted candidate must also download their Data Sheet - a document containing their basic candidate details - from the 'Data Sheet' menu on their home page. This printout must be produced before the college authorities at the time of admission, alongside the Allotment Memo and other required documents. Candidates should not assume the Allotment Memo alone is sufficient; the Data Sheet is a separate, mandatory document for the admission process.
What Happens If You Miss the Joining Deadline
The notification is explicit and strict on this point: all allotted candidates must join the course/college as per their allotment before 4:00 PM on 19th September 2026. Candidates who fail to join within this stipulated time will face two consequences simultaneously:
Loss of the current allotted seat.
Loss of all existing higher options in the stream to which that allotment belongs.
This second consequence is particularly significant — it means a candidate isn't just losing this specific seat, but also forfeiting any chance of being considered for a better option they may have ranked higher in their choice list, within that same stream. This makes the 19th September, 4:00 PM deadline one of the most consequential dates in the entire KEAM-2026 MBBS/BDS counselling calendar.
Additionally, CEE has clarified that the registration fee will not be refunded in two specific situations:
Candidates who do not join within the stipulated time after receiving an allotment.
Candidates who quit the seat after taking admission.
In both cases, the registration fee will be treated as a penalty rather than a refundable amount, so candidates should be fully certain of their decision before either skipping the joining window or withdrawing after admission.
Why the Joining Deadline Deserves Extra Attention
Unlike some counselling systems where a missed deadline simply pushes a candidate to the next round with existing options intact, KEAM's rule here is considerably stricter. Losing "all existing higher options in the stream" means a candidate who had, say, a Government Quota MBBS seat ranked above their current BDS allotment effectively forfeits any future chance at that higher option too — not just the seat allotted this round. This is a common point of confusion, since candidates sometimes assume skipping a lower-preference allotment "saves" the higher-preference possibility for later. Under this notification, that assumption does not hold.
It's also worth noting that fee remittance and physical joining are two connected but distinct steps — paying online does not, by itself, complete admission. Candidates must still report physically with the required documents within the same window.
Category Claims Under Court Orders and KIRTADS Verification
The notification also addresses a specific group of candidates: those who have been provisionally allotted a seat based on interim court orders, or whose allotment is pending final verification by KIRTADS (the Kerala Institute for Research, Training and Development Studies of Scheduled Castes and Scheduled Tribes). For these candidates, the notification makes clear that their category claims remain subject to the final judgment of the honourable court, or to the final verification result from KIRTADS, as applicable. Candidates in this situation should treat their current allotment as provisional in respect of category status, even though the broader Second Phase allotment itself is not a draft.
What's Next: Third Phase Allotment
CEE has confirmed that the schedule for the Third Phase of the Centralised Allotment process for MBBS/BDS courses will be published later. Candidates who do not receive a satisfactory allotment in this Second Phase, or who lose their seat due to missing the joining deadline, should watch for this Third Phase announcement, since it represents the next opportunity within the centralised KEAM allotment cycle.
Documents Checklist Before You Travel to the College
To avoid a wasted trip to the allotted college, candidates should prepare the following before the joining window opens on 15th September:
A printed copy of the Allotment Memo and the Data Sheet, both downloaded from the candidate home page.
All original certificates and documents specifically listed in the Allotment Memo for the allotted course and college.
Proof of fee payment, if remitted online in advance — carrying a payment receipt can help avoid delays at the admission counter.
Category certificates, where applicable, especially for candidates whose allotment is linked to SC/ST/OEC status or to interim court orders/KIRTADS verification, since these may face closer scrutiny during physical verification.
Since the joining window spans multiple days but ends at a fixed hour on the final day, candidates are better served completing their reporting early rather than waiting until the afternoon of 19th September, when admission counters are likely to see the heaviest last-day rush.
Key Things to Remember
The KEAM-2026 Second Phase Allotment for MBBS/BDS is on www.cee.kerala.gov.in, based on options confirmed up to 10:00 AM on 11.09.2026.
Allotted candidates must pay fees and physically join between 15th and 19th September 2026, cut-off 4:00 PM on 19th September.
Missing the deadline means losing the allotted seat and all higher options within that stream — no grace period indicated.
SC/ST/OEC and institutional-home candidates are generally fee-exempt, except when allotted Minority/NRI quota seats in Self-financing colleges.
Both the Allotment Memo and Data Sheet must be downloaded, printed, and produced before college authorities.
Registration fees are non-refundable for candidates who don't join on time or quit after admission.
Category claims tied to court orders or pending KIRTADS verification remain provisional.
A Third Phase allotment will be announced separately for candidates still seeking a seat.
For allotment details, fee information, and further updates, candidates should check the official CEE Kerala KEAM 2026 portal directly, or contact the CEE Helpline at 0471-2332120 / 2338487.
